Are Openai's applications chatgpt and dall-e guilty of intellectual property theft?

I asked the Artificial Intelligence (AI) application DALL-E, which is produced by OpenAI, to do the following: “Make a pointillistic 3D rendered painting of the Erie Canal with a packet boat in Lockport, New York, USA.”
For those interested in the evolution of the newly publicly introduced Artificial Intelligence (AI) chatbot application called ChatGPT. The legal fights relating to ChatGPT's use of people's intellectual property have begun.

Excerpt from the Computer World article:
"But there's a dirty little secret at the core of AI — intellectual property theft. To do its work, AI needs to constantly ingest data, lots of it. Think of it as the monster plant Audrey II in Little Shop of Horrors, constantly crying out 'Feed me!' Detractors say AI is violating intellectual property laws by hoovering up information without getting the rights to it, and that things will only get worse from here"
